Chapter 61 Ambitious People
Chapter 61 Ambitious People
Gloria's government organizational structure is mainly divided into three levels:
The first level consists of secretaries, namely the Secretary for Justice, the Secretary for Administration, and the Financial Secretary, who are appointed by the mayor and report directly to the mayor.
The second layer consists of policy-making bureaus, which are responsible for policy formulation and implementation in different fields. Each bureau is subordinate to the corresponding director's office according to its different functions.
The third layer consists of executive departments, responsible for implementing specific policies and managing public affairs, such as the Labour Department, the Department of Health, and the Police Department.
The Security Bureau mentioned by Tobias Gibson is the second-tier decision-making bureau, under the jurisdiction of the Director of Administration, and is mainly responsible for all security work, including public order and customs supervision.
Police stations are subordinate agencies of the Security Bureau, primarily responsible for maintaining public order, protecting the lives and property of citizens, investigating crimes, and upholding the rule of law.
Although the Bureau of Abnormal Investigation also has the function of maintaining public order, it is not under the jurisdiction of the Security Bureau, but reports directly to the Chief Executive.
This can be seen from the names of the organizations: the Bureau of Abnormal Investigations is a bureau, and the Bureau of Security is also a bureau.
"Catherine Caplette..."
Anastasia whispered the mysterious woman's name.
The surnames Montague and Lawrence already gave her a strong sense of déjà vu, and now with the addition of Capulet, the sense of déjà vu is even stronger.
Anastasia didn't know where this feeling of déjà vu came from, but she instinctively felt that it might be related to her lost memories, and that she must have heard these three surnames somewhere before.
"Mr. Gibson, I recall that the Security Bureau doesn't have any subordinate agencies related to Beyonders, right?"
As a qualified private investigator, it is essential to understand the government's administrative structure, and Anastasia knew exactly what agencies were under the Security Bureau.
"No," Tobias Gibson said. "The only official agency in Gloria related to the Beyonders is the Bureau of Anomalies Investigation. They report directly to the Chief of Administration and have nothing to do with the Security Bureau."
Anastasia nodded; what Gibson said matched the information she had.
Since the Security Bureau isn't responsible for managing the Beyonders, why should Catherine Capulet get involved in the Montague mess?
Could it really be as Catherine Capulet said to Le Bon Dupont, that the Security Bureau doesn't want chaos in the new town? That would be too righteous and the tone is clearly off!
Another crucial question is, since Catherine Caplette is a member of the Security Bureau, why didn't Dupont and Gibson know of her existence, and even Lopez, who was born into the Twelve Apostles, didn't know her?
"Do you think it's possible," Anastasia asked tentatively, "that the Security Bureau actually wants to replace the Bureau of Abnormal Investigations?"
Anastasia's guess was so bold that it startled Tobias Gibson.
Tobias Gibson, a longtime follower of Lopez and a senior detective in the police system, knew exactly what this meant.
If the Security Bureau successfully replaces the functions of the Bureau of Abnormal Investigation and smoothly takes over the "legacy" of the Bureau of Abnormal Investigation, the unified Security Bureau will then be able to achieve a dominant position.
"That shouldn't happen!" Tobias Gibson said. As long as the mayor and the three chiefs of staff aren't fools, they won't let the Security Bureau grow too big or let the Security Bureau chief swallow up the Bureau of Abnormal Investigations.
Just imagine, with the Director of Security holding the police system in his left hand and the Investigation Bureau's "Superpower" in his right, it would be a miracle if the Mayor and the three chiefs could sleep at night.
If the mayor can sit in the mayor's seat, why can't the head of the security bureau sit in it?
If the head of the Security Bureau can consolidate the Investigation Bureau and complete the integration, he will be one of the most secure people in Gloria. It will be difficult for the mayor and the three chiefs to transfer him, let alone dismiss him.
If the head of the security bureau simply asked, "Mayor, why are you rebelling?" the mayor would be completely bewildered!
“That’s not going to happen!” Tobias Gibson said. “Even if the mayor and the three chief ministers were momentarily confused, the Twelve Apostles wouldn’t stand idly by.”
As he spoke, Gibson glanced at Leon Lopez on the inside of the restaurant.
"I also think it's unlikely, but I really can't understand Capulet's motives and logic," Anastasia said. "The Security Bureau and she must be after something!"
The world is full of goodwill, and the world is all good.
Anastasia simply wouldn't believe that the Security Bureau and Capulet were acting out of self-interest and solely to maintain stability in the new city.
If the Security Bureau and Capulet truly cared about long-term social stability, Mike Montague wouldn't have been attacked a second time at the Vanessa Theatre that night, and gambler Lonkinswit would have been brought to justice long ago.
At this moment, Tobias Gibson's round, fleshy face finally lost its smile, and his once cheerful little eyes gleamed with a sharp light. Although he rejected Anastasia's bold guess, he was inwardly deducing the feasibility of such a guess.
Gibson believed that the Security Bureau probably did indeed have the idea of merging with the Bureau of Abnormal Investigations, but it would not do so now, but rather proceed gradually.
Taking advantage of the crisis in Montague, the Bureau of Extraordinary Investigations, which is known for its poor performance, will surely be reprimanded by its superiors. The Security Bureau can then use this opportunity to establish its own Superpower organization to rival the Bureau of Extraordinary Investigations.
Once the Security Bureau has its own transcendent agency, it can gradually erode the corrupt and decadent Bureau of Abnormal Investigation, turning it into a hollow shell.
Thinking of this, Tobias Gibson broke out in a cold sweat.
Whether it's Lonkins, who planned the attack, or the Security Bureau with its grand ambitions, they both seem to be after the Twelve Apostles!
Tobias Gibson took out a handkerchief and wiped the sweat from his forehead, then looked at Anastasia sitting opposite him. He was now even more eager to recruit this private investigator.
Judging from her individual strength, Anastasia is not only capable of taking down the Bureau of Investigation's combat team, but she can also easily kill a Man-made Calamity-level Transcendent. Even if her strength hasn't reached the Cataclysmic level, it's at least very close.
What's even more remarkable is that Anastasia's condition is very stable, and there is almost no sign of the effects of the mutation on her. She shows neither a distorted mentality nor signs of mental instability, and she looks no different from an ordinary person.
Gibson was very curious to know where Father Lawrence had found such a big treasure!
Does this mean that praying fervently to God really works?
"Miss Angel, please allow me to express my apologies," Tobias Gibson said.
Anastasia looked at Gibson, who had stood up. She was a little confused. The two of them were having a good chat, so why was this fat guy apologizing?
“Miss Angel, I’ve investigated you privately,” Tobias Gibson explained. “I have people in the Bureau of Investigation and in the Old City, and they’ve gathered a lot of information about you.”
Anastasia remained silent. She had long suspected that Lopez and Gibson had ulterior motives, and Bill Montagu had also warned her about it.
Since Lopez and Gibson had other ideas, it was impossible not to conduct a covert investigation. Before formally proposing cooperation, they needed to understand their future partners in order to move forward.
"Based on this information, Mr. Lopez is certain that you are the person we are looking for," Tobias Gibson continued.
Anastasia raised an eyebrow, and her originally soft and sweet oval face instantly turned sharp.
"But you are not the people I am looking for, Mr. Gibson."
It's said that you shouldn't hit a smiling face, but Anastasia's tone was very impolite, and she literally hit the smiling face.
"We can provide Miss Angel with all the help you need," Gibson said. "Mr. Lopez is one of the Twelve Apostles, and he has a wide network of connections."
“Mr. Gibson, do I look like a fool?” Anastasia said, borrowing Mike’s famous quote, “Mr. Lopez’s background is no secret. He can certainly help me, but only to a limited extent.”
Leon Lopez is an illegitimate son who has been kicked out of the family's inner circle. If he wants to return to the family, he will inevitably have to compete for power with the other Lopezs. At that time, his connections may abandon him.
"It's not surprising that Miss Angel has this idea, because you don't know Mr. Lopez well enough," Tobias Gibson said with a smile.
"I think I've proven my worth, but I haven't seen Mr. Lopez's sincerity yet," Anastasia said. "You and I both know what Mr. Lopez wants to do."
Ambitious people must have the strength to match their ambitions, otherwise they are just fools courting death.
Leon Lopez wants the right to inherit the throne, and the struggle for power is always bloody, with almost no chance of stopping short of a decisive victory.
If Leon Lopez's intellect doesn't match his ambition, cooperating with him would be tantamount to suicide, and Anastasia doesn't want to be buried with a fool unless Leon Lopez can prove himself.
Of course, Lopez and Gibson could also place a request with Anastasia, but as a private investigator, she would refuse without hesitation and stay far away.
If the two of them appeared on the street, Anastasia would leave from the other end of the street; she didn't play with idiots.
Protecting Mike's safety is a mandate, and helping Lopez fight for power is also a mandate. Although both are mandates, they are very different.
Anastasia chose to protect Mike's safety in order to pass the Bureau of Abnormal Investigations' assessment and legitimately enter the Bureau and its archives.
Therefore, Anastasia didn't care whether Mike was capable or not, nor did she care much about how generous the reward prepared by Montagu was. She just wanted to complete the Bureau of Investigation's assessment and achieve her own goals.
Even if things ultimately don't work out, Anastasia can still extricate herself in time.
Helping Leon Lopez fight for power is a completely different matter and doesn't fall under the category of delegation at all.
Once Anastasia chooses to help Leon, it means she will be tied to Leon on the same rope and officially intervene in the power struggle within the Lopez family.
Most importantly, Anastasia had no idea whether Leon's mind could match her ambition. A hasty collaboration would only drag her deeper into the quagmire of Lopez, from which she would find it difficult to extricate herself.
It's not impossible to get Anastasia's help, but Leon Lopez should at least show some real skills instead of making empty promises and expecting others to work for him without any effort. There's no such thing as a free lunch!
"I understand what Miss Angel means."
Tobias Gibson was not annoyed. He said, "Miss Angel will soon see Mr. Lopez's sincerity."
"I'm looking forward to it, Mr. Gibson," Anastasia said.
